9 September 2026
The Ombudsman, Mr Jack Chan, expressed profound sorrow over the passing of the former Vice-Chairman of the National Committee of the Chinese People’s Political Consultative Conference and the first Chief Executive of the Hong Kong Special Administrative Region (“HKSAR”), Mr Tung Chee Hwa.
Mr Tung was elected the first Chief Executive of the HKSAR at its establishment. His commitment to implementing the Basic Law and the “one country, two systems” principle contributed significantly to the smooth process of Hong Kong’s return to the motherland.
Dedicated his life to serving the motherland and Hong Kong, Mr Tung exercised resilient leadership and a selfless devotion to duty, leading the Government and people of the HKSAR in overcoming a wide range of challenges. He also relentlessly promoted economic and trade ties and coordinated development between Hong Kong and the Mainland, laying a solid foundation for Hong Kong’s enduring competitiveness, prosperity and stability.
On behalf of the Office, I pay my deepest tribute to Mr Tung, and extend deep condolences to his family.
