Ombudsman expands expert advisory team with new appointments

Since taking office, the Ombudsman, Mr Jack Chan, has continued to expand the team of advisers to his Office for deeper understanding of various professional fields involved in complaint handling and investigation, and more effective incorporation of and reference to expert opinions. To strengthen mediation work, the President of the Hong Kong Mediation Centre, Dr Law Wai Hung Francis, and the Council Member and Co-founder of the Hong Kong Mediation Centre, Ms Siu Wing Yee Sylvia, were appointed in September last year as advisers on mediation. In December last year, the General Manager of Digital Trust and Transformation of the Hong Kong Productivity Council, Ir Alex Chan, was appointed as adviser on information technology.

 

The latest round of appointments for a term of three years took effect on 1 November 2025. Dr Rizwan Ullah has been appointed as adviser in a newly added field, namely ethnic minorities, youth and education. Born and raised in Hong Kong, Dr Ullah of Pakistani origin has over 20 years of experience in the education sector and sits on various advisory bodies related to education, youth work and ethnic minorities. Meanwhile, Dr Ma Yiu Tim Jimmy, formerly the Legal Adviser to the Legislative Council Secretariat and currently a practising barrister, has been appointed as adviser in the legal field.

 

With these appointments, the Ombudsman’s expert advisory team has expanded to 16 members, covering such a wide range of professional fields as accountancy; architecture, engineering and surveying; ethnic minorities, youth and education; information technology; legal; mediation; medical and nursing; and social work and rehabilitation services. The team will continue to provide the Office with cross-disciplinary professional support, advice and practical experience on relevant policies and systems, thereby assisting the Office in making more comprehensive and prudent judgements on diverse issues.
