The Office of The Ombudsman today (16 September) arranged for its staff to watch together the live broadcast of the Chief Executive’s announcement of the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (“HKSAR”) (2026-2030) (“Hong Kong’s Five-Year Plan”) and the 2026 Policy Address (“Policy Address”). The arrangement facilitates staff gaining insights into the HKSAR Government’s future policy directions and development priorities, thereby better integrating into and serving the overall national development.

Expressing his full support for Hong Kong’s Five-Year Plan and the Policy Address, the Ombudsman, Mr Jack Chan, said, “This comprehensive blueprint for Hong Kong’s development over the next five years outlines how the HKSAR Government will seize the major opportunities presented by the National 15th Five-Year Plan and uphold a people-oriented approach to governance. The Policy Address introduced a series of targeted measures to continuously deepen reform, boost economic growth and improve people’s livelihood, all designed to enhance public well-being and quality of life, promote high-quality development, and foster enduring prosperity and stability.”

Mr Chan pledged to lead his staff in aligning with the National 15th Five-Year Plan and the HKSAR Government’s policy direction. The Office will innovate in its daily work, pursue systemic reforms with foresight, and fully utilise the independent supervisory mechanism to promote good governance, assist the HKSAR Government in further enhancing administrative effectiveness and address livelihood concerns. The Office will continuously capitalise on Hong Kong’s unique advantage under “one country, two systems” and as a conduit with the Mainland and the outside world to tell the good stories of Hong Kong through diverse channels, expand regional and international exchanges and cooperation, and better integrate into and serve the overall national development.
