Ombudsman appoints three new advisers

8 April 2026

To advance fairness and efficiency in public administration, the Ombudsman, Mr Jack Chan, has appointed three new advisers: veteran Hong Kong meteorologist and former Assistant Director of the Hong Kong Observatory, Professor Leung Wing Mo, for the newly added environmental affairs field; Chairman of the Hong Kong Joint Council for People with Disabilities and Vice-president of The Hong Kong Society for Rehabilitation, Mr Cheung Wai Leung Benny, for another newly added services for persons with disabilities field; and President of the Hong Kong Computer Society, Mr Dave Chen, with over 25 years of experience in the information technology industry, for information technology. Welcoming the three new advisers, the Ombudsman looks forward to drawing on their expert advice to our Office across different areas.

Our panel of expert advisers has expanded to 18 members, covering a wide range of professional fields including accountancy; architecture, engineering and surveying; environmental affairs; ethnic minorities, youth and education; information technology; legal; mediation; medical and nursing; services for persons with disabilities; and social work and rehabilitation services. Driven by the leadership of the Ombudsman and supported by the expertise of our panel of advisers, we will monitor public administration, handle complaints and conduct investigations more effectively, and deliver more targeted and practical recommendations on relevant topics, thus fostering an efficient and people‑centred public administration.
